I can't answer your Canada question but as far as putting money up for online play:
1) Make sure you put up an amount that works fine for your current bank amount.
2) When playing - never put more than 5% of your online bankroll on one tournament/cash table.
3) Make sure you can put an amount that it won't bother you to lose a little bit here and there.
Mainly 2 rules:
1) Don't bet what you can't loose.
2) Start in the smaller tournaments. Indeed pokerstars has some good small rourneys.
you may also want to look at the sites deposit requirements before you decide on one site they all have different amounts you must deposit some 25$ some 50$ so you may want to look at that as a factor in your decision

I wouldn't worry about how much of a % of your bankroll you use for anyone game or tournament, but I WOULD make sure that the amount you deposit is something you can afford to lose
the higher buy in tournies are going to be a better place for your money than the low buy in events,
if the buy in is only a few dollars you will see alot of the same type of play you see in the freerolls and play chip tournaments and it's easy to lose with what should be a great hand because you get loose calls because people figure " it's only 5 bucks "
and in higher buy in events the prizes are worth winning
in a 90 player $1.00 + .25 sit n go at FT you have to outlast 80 players to win .73 cents ? ($ 1.98 - $ 1.25 buy in) make final table to win $ 1.00 and it takes how long ?
$ 5.00 + .50 90 player have to make final table to double your money ( + .25 cents )
you could play a $ 5.00 + .25 or $ 10.00 + .50 heads up match to basically double your money or 2 table heads up to quadruple and, you only have to beat one ( or two ) players and it doesn't take hours to complete
higher buy in MTTs and sattelites to really large buy in tournies good too if you cash in one of those then you have an amount worth withdrawing
if where you are located makes the depositing of funds hard, then WITHDRAWING is probably even harder
read all the fine print about deposit and withdraw at the site you want to do this at ( at FTP, if you need to withdraw by check, there is a $300.00 minimum and they charge you a $40.00 fee, so withdrawing the min. costs you 13.33 % )
and be very careful about playing on any open tables, so called "ring games" there is alot of team play ( cheating) going on at them
i would start out playing small buyin sitngos and get a feel for how others play compared to the freerolls. i like to play the heads up sitngos with just me and another player, and build my bankroll
Win your bankroll through freerolls, then try some small buy-in SnG's and tournaments. If you lose, it's not that big of a deal as you never put any of your own money at risk.
AVOID the NL ring games. People chase and hit, and take big chunks of what you brought to the table. Then you start to chase and lose even more.
In the small buy-in tourneys and SnG's ($1.00 to $1.25), they're still played a lot like the freerolls. People don't really worry about losing a dollar. So I recommend the smallest SnG's you can find, like 3 tables or less.
