I've seen this too many times to count;
Player A is getting a little shortstacked in a SNG but isn't desperate yet. The table folds around to this player in the hijack or cutoff seat and they raise. Everyone folds.
Next round is dealt and, again, it folds around to Player A...they raise again.
Now, unless this player's an habitual stealer, they have a hand the second time. No, I don't have stats to back this up, just observations. Trust me, though, Player A KNOWS people are going to be suspicious the second time. I've seen too many "table sheriff's" try to fight back with marginal hands on the second raise. Whenever they've gone to showdown Player A, win or lose, was hardly ever playing junk.
Just an observation...use it however you see fit.
