chip passing

hi this will sound stuppid but was watching final table on 10c rebuy on full tilt last night10th october there was 4 players left on table 2 guys where raising then other reraised then folded was going back n forth like that for ages few ppl was watching saying same but if other 2 where in pot sometimes they raised other 2 would go allin then they passed chips back n forth yet again is it fair for players to do this or should they be stopped some who where watchin said they r good players in my book cheats is it stuppid or what i came 12th was no bad feelings me going out then how i got that far dont know lol gl in games and ty
